Meeting the EPAs Lead Service Line Inventory Requirements – Town of Millsboro, Case Study

In preparation for the EPA’s revised lead pipe rules, the Town of Millsboro set a goal to get a complete inventory of the lead and galvanized service lines that are in their system. Service line material data was captured from four (4) sources: building permits, scanned construction plans, routine field operations, and customer engagement. Since most service lateral’s spatial information had not been captured in the Town’s GIS data, the service line material, installation date, and lead yes/no information captured from the sources listed above was mapped to a service location point feature. ESRI applications were configured to support various analysis and requirements set by the EPA, including a customer survey, dashboards to track the collection effort and overall results, and web applications to support data QC and editing, as well to share results to the public. The town of Millsboro contracted with EBA Engineering to provide GIS consulting services in support of this project.
