Harnessing the Power of Spatial Data for Environmental Inspections

The Delaware Department of Natural Resources and Environmental Control’s, Division of Water, is charged with managing and protecting Delaware’s water resources.  To be successful in this charge the Division of Water inspects wastewater treatment facilities (n = 159) and industrial stormwater facilities (n = 371). Compliance inspections are a time-consuming process requiring site visits, interviews, sampling, and report writing. Therefore, the Division of Water is implementing a spatially explicit GIS based model to prioritize site inspections. The Site Prioritization Model will account for various environmental, facility specific, and institutional factors to calculate a Site Priority Index highlighting the potential environmental impact of a site. The Site Priority Index will then be incorporated into an ArcGIS Online dashboard which will also filter Equity Focus Area’s and Limited English Neighborhoods so the Division of Water can ensure environmental justice goals are being met.
