The City of Philadelphia Streets Department reviews and approves hauling permits for freight transported within the City limits. Since the City reviews thousands of permits per year, it sought a way to reduce the frequency of communications with applicants for route clarifications.
JMT and the Streets Department enhanced the existing comprehensive bridge geodatabase with all navigable bridges in the City. A GIS-based route validation application was created to allow hauling permit applicants to construct the route while providing validation and warning messages when inappropriate streets are selected due to clearance and/or weight restrictions. This increases the speed and accuracy of the permitting review process by standardizing how each route is created. Validation mitigates the risk of freight being hauled on a route with prohibitive restrictions. Administrative functionality allows staff to review, modify, and approve routes.
