ArcGIS Field Maps is an all-in-one app that uses data-driven maps to help mobile workers perform data collection and editing, find assets and information, and report their real-time locations. During this workshop, you'll learn about the basics of Field Maps, migration best practices and what's to come. You'll get hands-on experience with configuring a map and a form for use in the field. Then, you'll go into the field to collect data in the ArcGIS Field Maps App.

Workshop 2: Are you Street Smart?: What Every GIS Professional Should Know About Street-Level Imagery, Asset Data, and LIDAR from Cyclomedia (Pre-Registration Required)
Using case studies, this hands-on session will familiarize participants with the capabilities of professional quality street-level imagery and LiDAR, as well as data extracted from the imagery and LiDAR using machine learning. Using this increasingly common technology, public works, engineering firms, utilities, tax assessors, and more can work more quickly and cost-effectively, reducing time and trips to the field. "Stick Out Your Can! Here Comes the Garbage Man!"* A Comprehensive, Multi-Component, GIS-Centric Refuse Service Solution
The City of Newark, DE provides comprehensive refuse services to its residents, including trash, recycling, yard waste, leaf, and bulk item collection.  Annually, Newark makes a significant investment in new cart inventory and landfill disposal fees.  Our multi-component, GIS-centric solution tracks collection activities and manages the City’s cart inventory (i.e., distribution, repairs, and returns).  The presentation will touch on our refuse service information application (public-facing) and our bulk item and yard waste collection application (internal-facing), both of which have been in use for several years.  The remainder of the presentation will detail our new cart tracking application rounding out our refuse service solution.  The refuse cart inventory is tracked by cart and transaction type, cart size, and cart serial number.  The new tracking application incorporates ArcGIS Survey123 Connect, Field Maps, and Dashboards.

Connecting Aging in Place and Emergency Preparedness: Data Visualization to Support Community Leaders, Service Providers, and Hazard Mitigation Planners
The increase in Delaware’s 65+ population continues to be relatively high compared to other states which requires thoughtful planning. DE-PLANs compiles social vulnerability, census data, social services, infrastructure, and hazard information to assist state, county, and local entities with hazard risk assessment, mitigation, grant writing, and emergency services related to older adults. According to the State of Delaware All-Hazard Mitigation Plan, 2018, Delaware’s top hazards are coastal flooding, nor’easters and extratropical storms, and hurricanes and tropical storms. The pandemic, combined with the nation’s history of hurricanes provides evidence that older adults are disproportionately impacted by disasters. As the current state’s 65+ population ages, leaders, providers, and planners are presented with challenges around infrastructure, and support services. DE-Plans is one resource that can provide continual support for local officials and policymakers to use in this process.

Streamlining the City of Philadelphia, Streets Department’s Hauling Permit Review and Route Validation Process
The City of Philadelphia Streets Department reviews and approves hauling permits for freight transported within the City limits. Since the City reviews thousands of permits per year, it sought a way to reduce the frequency of communications with applicants for route clarifications.  

JMT and the Streets Department enhanced the existing comprehensive bridge geodatabase with all navigable bridges in the City. A GIS-based route validation application was created to allow hauling permit applicants to construct the route while providing validation and warning messages when inappropriate streets are selected due to clearance and/or weight restrictions. This increases the speed and accuracy of the permitting review process by standardizing how each route is created. Validation mitigates the risk of freight being hauled on a route with prohibitive restrictions. Administrative functionality allows staff to review, modify, and approve routes.

Vehicle and Snowplow Cycle Time Optimization
The Pennsylvania Turnpike Commission sought a solution to monitor their snowplow and plow train activities in real-time during winter events. This capability was crucial for enhancing their road maintenance efforts, anticipating current and future roadway conditions, and effectively planning for potential traffic disruptions caused by adverse weather or incident-related backlogs.
The solution utilizes AVL (Automatic Vehicle Location) technology and cloud-based processing to optimize snowplow cycle times. The project integrates spatial data, real-time tracking, and advanced analytics to assess and enhance the efficiency of snowplow operations. The project aims to minimize response times, improve route planning, and support the variable and dynamic nature of roadway management. Combining Esri's ArcGIS Dashboard and Experience Builder applications in a State Bicycling Grant program
In early 2024, the Maryland Department of Transportation updated their web mapping application for the Maryland Bikeways Grant program. This program - the largest state grant program for biking networks in Maryland - has existed for more than a decade and the previous web mapping application - a web map inside a StoryMap template - had become outdated and cumbersome due to the sheer number of grant projects mapped.

With the new application, the team at MDOT created 3 separate queryable map applications (I.e., Dashboards) and embedded them into one 'frame' (I.e., Experience Builder) in order to retain the single URL and 'one-stop' to see all of the Maryland Bikeways Grant projects geospatially. The application includes the ability to view and query awardees by the year of the award as well as by project category.

Meeting the EPAs Lead Service Line Inventory Requirements – Town of Millsboro, Case Study
In preparation for the EPA’s revised lead pipe rules, the Town of Millsboro set a goal to get a complete inventory of the lead and galvanized service lines that are in their system. Service line material data was captured from four (4) sources: building permits, scanned construction plans, routine field operations, and customer engagement. Since most service lateral’s spatial information had not been captured in the Town’s GIS data, the service line material, installation date, and lead yes/no information captured from the sources listed above was mapped to a service location point feature. ESRI applications were configured to support various analysis and requirements set by the EPA, including a customer survey, dashboards to track the collection effort and overall results, and web applications to support data QC and editing, as well to share results to the public. The town of Millsboro contracted with EBA Engineering to provide GIS consulting services in support of this project.

Creation of a 22 Year Tax Parcel Time Series for Examining Historical Growth in Delaware
In ongoing research sponsored by the Delaware Department of Transportation and the Delaware Center for Transportation, and with support from county mapping and assessment offices, a 22 year assessment data time series paired with a 22 year tax parcel map series was developed to examine development in Delaware over time. As part of the work a model for probabilities for the location of growth is created to allocate county based housing projections to smaller areas. The process includes a classification system to describe development potential for areas in Delaware.

Using GIS in Terrapin Conservation Efforts: The Diamondback Terrapin (Malaclemys Terrapin) is an iconic species of turtle, and the only species of turtle to inhabit estuarine environments full time. Several adaptations allow them to do this; thick skin to withstand saltwater and adapted lacrimal glands (tear ducts) to secrete any excess salt in their bodies. They are a keystone species which keep small invertebrates in check by helping the salt marshes and wetlands they live in from being over grazed. Diamondback Terrapin populations have been in decline due to sandy beaches they depend on for nesting being turned into housing, facilities, or roads, endangering pregnant female terrapins seeking out these grounds to lay their eggs. In order to keep tabs on the population, environmental organizations host Diamondback Terrapin counts, with the assistance of local communities. I used ArcGIS to provide an efficient way of surveying these creatures for the Center of Inland Bays.

DDD Story Map: This is a story map I created for the Delaware State Housing Authority for their DDD program. It includes a master map with different sections dedicated to each DDD district located in various parts of Delaware. This map represents housing projects both small and large that are intended to strengthen housing neighborhoods and improve downtown areas.

Survey123 Assists in Storm Damage Assessment, Talbot County, MD: Severe weather impacts citizens and communities every day. Weather hazards are extremely dangerous and cause destructive damage in our communities. With GIS technology, new innovative damage assessment workflows are available. At approximately 18:44 on July 3rd, 2023, a strong line of storms traveled across the Chesapeake Bay. The storm created substantial damage to Tilghman Island. Following the storm, county personnel from the Department of Emergency Services were able to utilize Esri’s Survey123 mobile GIS application to quickly document the damage from the storm. The data was sent to the National Weather Service (NWS) just hours later. The GIS technology allowed us to receive a report back from the NWS in record time. This successful implementation of GIS software in an emergency certified our new GIS abilities as a public safety agency. As a result, the Department of Emergency Services was able to adjust standard workflows to better utilize GIS in an emergency.

Better situational awareness for emergency management and urban planning are supported by 3D building models and being able to accurately provide “Z” value. Using AI/ML one is able to classify large volumes of existing USGS lidar data to create 3D building models and additional classes in a cost effective way which allows for a broader use case of existing lidar data. Empowering Students and Educators with Geospatial Skills
The Delaware Center for Geographic Education (DGE) and DelawareView (DV), are collaborators on an initiative to increase awareness of the power of digital maps and satellite imagery to better understand the world around us. The initiative targets teachers and students across Delaware and unfolds via a number of different strategies: i) develop instructional materials which utilize geospatial technologies as a teaching tool, ii) provide professional development workshops on using geospatial technologies for K-12 educators, iii) engage students with GIS and imagery through games, specialized workshops and dual enrollment classes, and iv) insert geospatial technologies into existing career exploration and job training programs for secondary school students. This workshop proposes to share details of these various programs and solicit practitioner feedback on how these programs can be adapted and/or expanded in order to develop a broader, more diverse pool of GIS professionals.

Monitoring Landfills - Utilizing Survey123 to Collect and Report Landfill Emissions
The Delaware Solid Waste Authority (DSWA) is responsible for regularly collecting and reporting landfill emissions to the Delaware Department of Natural Resources and Environmental Control (DNREC). DSWA is performing routine data collection and reporting using Microsoft platforms to evaluate landfill emissions. With daily collection, DSWA sought opportunities to streamline current protocol by increasing efficiency and reducing report generation DNREC submissions.

To assist DSWA with their monitoring of landfill gas emissions, JMT and DSWA developed a Survey123 application from existing reports. The application integrates real time weather data for the collection area from a publicly available API. Collected survey metrics were exported to a template for submission to DNREC.

The talk will review the process of developing a Survey123 application using Survey123 Connect with a focus on integrating a real time weather API to automatically update specified survey fields.

How to make everyone happy and other short stories about maps
Because submerged aquatic vegetation (SAV) is an indicator of the overall health of aquatic ecosystems and water quality in general, there is a growing interest in characterizing the current status of SAV in Delaware. In an effort to create tools and content that will meet the growing needs and interests of a wide audience, staff at DNREC’s Division of Watershed Stewardship has been developing surveys and applications to capture as much information as possible. Through collaborative efforts, we have worked to compile historical records, develop survey tools to document presence (or absence) and species composition, create web applications to document restoration efforts, and visualize all of this information in meaningful ways. When collaborating with diverse stakeholder groups, it is important to have plans, goals, and an understanding of what it takes to create a usable product. By building on ArcGIS Online’s ready-to-use products, we have customized tools for existing stakeholders.

AlphaRTK & Rutgers Turf Science Precision Agriculture
The Rutgers University Center for Turfgrass Research creates tens of thousands of genetic variations, combining them with a variety of treatment applications to find the most effective profiles resistant to heat, foot traffic, and disease.  Plot trials are small (3' x 5') and variations in color & health are quite subtle.  Comparing plot trial health via imaging at the resolution and precision required for reliable research results was previously a roadblock.  AlphaRTK combined Rutgers University access to AlphaRTK's cm level precision with a DJI Multispectral drone, ArcGIS Field Maps, and Pix4D Fields photogrammetry to produce bi-weekly multi-spectral statistical analytics of over 800 plot-trials at 5mm resolution.  Rutgers is currently scaling this innovative use of geospatial data at its farms to accelerate statistical insights into turfgrass responses to stressors.

Become a Real-Life Superhero with Virtual and Augmented Reality Tools
The use of virtual and augmented reality tools in GIS and engineering is ever-expanding and evolving to make it easier to implement in AEC, building construction, 3D scanning and reality capture, and GIS data collection. Designs, as-builts, and models can be brought to the project site and visualized in the field in a 1:1 scale providing interactive analysis not capable of viewing these same datasets conventionally.

JMT has begun to explore these tools including iTwins.js, vGIS and GeoBIM, and how they can better serve AEC projects. Through integration with high-resolution GPS, data is accurately juxtaposed onto your screen simply by pointing your device at the project area.

We will discuss various use cases like utility conflict detection, as-built development/confirmation, clash detection, and project documentation providing key learnings and best practice tips along the way.

Harnessing the Power of Spatial Data for Environmental Inspections
The Delaware Department of Natural Resources and Environmental Control’s, Division of Water, is charged with managing and protecting Delaware’s water resources.  To be successful in this charge the Division of Water inspects wastewater treatment facilities (n = 159) and industrial stormwater facilities (n = 371). Compliance inspections are a time-consuming process requiring site visits, interviews, sampling, and report writing. Therefore, the Division of Water is implementing a spatially explicit GIS based model to prioritize site inspections. The Site Prioritization Model will account for various environmental, facility specific, and institutional factors to calculate a Site Priority Index highlighting the potential environmental impact of a site. The Site Priority Index will then be incorporated into an ArcGIS Online dashboard which will also filter Equity Focus Area’s and Limited English Neighborhoods so the Division of Water can ensure environmental justice goals are being met.

How to Use the Data Access Viewer to Get Elevation, Imagery, or Land Cover Data
The NOAA Office for Coastal Management’s Data Access Viewer (DAV) allows a user to search for and download elevation (lidar), imagery, and land cover data for the coastal U.S. and its territories. The data, hosted by the NOAA Office for Coastal Management, can be customized and requested for free download through a checkout interface. An email provides a link to the customized data, while the original data set is available through a link within the viewer. This demonstration will review the process for getting data, provide tips and tricks to use the web-based viewer, and share anticipated updates.

Keeping the Beaches Safe with UAV Shark Monitoring
SURVAIR, worked on a Shark Monitoring program for New York State Parks, Recreation and Historic Preservation to patrol 3 miles of beaches in Robert Moses State Park. We continuously monitored between the hours of 10am and 3pm for hazardous swimming conditions due to marine life. To accomplish this, we used a variety of drones in our fleet including the DJI Matrice 300 (M300). We chose to use the M300 because of its multiple selection of payloads, including a 100x optical zoom RGB camera. Of all of thousands of drone projects that we have done for customers, this was one of the most unique projects due to its immediate impact on human lives. Luckily in all of our hours of monitoring, we did not see any sharks. But we take Pride at SURVAIR that we were privileged enough to contribute to the public safety of the swimming population at Robert Moses State Park in the Summer of 2021.

Tax Ditch Officer GeoPhoto Journal
Tax Ditch Managers are volunteers who manage over 2000 miles of channels over 235 organizations.  The Drainage Program has developed a Esri Quick Capture app that allows managers to document issues and features in the field.  This collection can be reviewed online in a map format as will be shown using a 3d scene experience.  The Quick Capture app consists of buttons for a variety of features and concerns grouped in four sections.  The four sections consist of channel features, channel issues, right-of-way obstructions, and green infrastructure features.  This presentation will show the Esri Quick Capture app and present the results that managers in Pepper Creek Tax Ditch have collected to date.  The managers have proposed the development of this tool in order to document and share to contractors and other partners issues of concern.  In addition, they see the value of leaving a historical narrative for future managers.
